This program aims to provide BulSU and Dongying students opportunities to practice their communication skills in both English and Mandarin. One BulSU student will be partnered with one Dongying student and they are both expected to meet virtually (for at least 40 minutes to one hour) every week according to agreed schedule.

该项目旨在为我校学生和比立勤国立大学学生提供练习英语和普通话沟通技巧的机会。一名比立勤国立大学的学生将与一名东营的学生合作，他们将根据商定的时间表每周进行虚拟会面(至少40分钟到1小时)。

BULACAN STATE UNIVERSITY (BulSU) is the premiere state-operated institution of higher learning in the Central Luzon region. It originated as a secondary school run by the Americans in 1904, and has now progressed into one of the biggest educational institutions in Region III. The school was converted from a college into a University in 1993 by virtue of Republic Act 7665. It is the vision of the University to be a knowledge-generating institution globally recognized for excellent instruction, pioneering research, and responsive community engagement. The University has also maintained the existence of four external campuses within the province namely Meneses Campus, Hagonoy Campus, Sarmiento Campus, and Bustos Campus.

比立勤国立大学(BulSU)是吕宋岛中部地区第一所公立高等学府。它最初是1904年由美国人开办的一所中学，现在已经发展成为第三大区最大的教育机构之一。1993年，根据第7665号共和国法案，学校由学院转变为大学。该学校旨在从优秀的教学、开创性的研究和有互动的社区参与这三个方面，将其打造为全球认可的知识输出机构。该大学还在省内保留了四个外部校区，即Meneses校区、Hagonoy校区、Sarmiento校区和Bustos校区。
